Roman Storozhev: As part of the adoption of the new Law "Abuot the natural gas market" need to legislate the norm of non-intervention of the state

February 16, 2015
As part of the adoption of the new Law of Ukraine "Abuot the natural gas market" need to legislate the norm of non-interference of the state in the functioning of the market except for the cases when it is necessary to eliminate the force majeure on the market, or provide other general interests, but only if that such intervention will be short.

"One of the main objectives of the reform, which is expected from Ukraine IMF, EBRD, the European Energy Community and other international institutions, is to introduce a model of relations on the natural gas market, based on the principles of free competition, consumer protection and security of supply. The internal market should provide a real choice to all its participants, to create new opportunities for business development and mining companies to increase cross-border trade to improve the efficiency, competitive prices for hydrocarbon resources, improving service quality", - said President of the Association" Subsoil users of Ukraine" Roman Storozhev.

Today, on February 12 this year, IMF chief Christine Lagarde said that the IMF will provide Ukraine 17.5 billion dollars credit for 4 years. The new program is aimed at carrying out reforms that will lead eventually to economic stabilization. The energy industry is one of the three priority areas by the need for reform, along with banking and investment sector. And at a recent meeting of the Minister of Energy and Mines Vladimir Demchishin with the IMF not only interested in the latest issue of tariff increases for the population, but also the Ukraine's commitments to implement the norms of the Third Energy Package, which include the liberalization of the natural gas market, to create conditions for open market competition between suppliers and for consumers - the freedom of choice of the provider itself.

Thus, the discriminatory format of relations between entities in the natural gas market should not find continuation in the new draft law "About the natural gas market", the preparation of which the Minister announced. Ukraine is important to make fair and transparent rules for all market participants, in order to attract international investors and allow to conduct the civilized business in Ukraine in the energy sector.

By the end of 2014 private gas companies came to record levels and ended the year with a total production of 3,3 billion m3, which is 18% more than in 2013. All the natural gas produced in Ukraine by independent companies, comes to meet the needs of industrial customers at the market price.
